Contract D includes the following road axes:

1. Tepelene-Kakavije 82.9 km
2. Levan-Tepelena 57.71 km
3. Fier-Vlore 0.34 km
4. Messini Well - Sarande 121.8km
5. Levan-Vlore 24.61 km
6. K/Shkozet-Plepa 8.3 km
7. Kranese-Konispol Bridge 33 km
8. Sarande (Gajdar Bridge)-K/Qafe 22km

The contract includes these main categories of works:

1. Rehabilitation works for other than pavement elements (Rehabilitation works for all road works other than layers) which includes the following works:
2. Construction and reconstruction of drainage systems, culverts, channels, ditches
3. Landslide stabilization
4. Bridge repair
5. Retaining walls and their reconstruction
6. Road signage project, simple and large intersections
7. Urban areas project

Based on traffic data, FWD measurements, and layer depth tests, it is possible to calculate road layers.
